What's included
A data center is an electrical and mechanical project wearing a building. The template weights the phases accordingly, with commissioning treated as a full phase rather than a line at the end:
- Site selection & power — Site search, utility capacity confirmation, power reservation, fibre routes and land acquisition. Milestone: power secured.
- Design & permitting — Concept and detailed design, redundancy topology (N+1, 2N), planning permission and building permits.
- Long-lead procurement — Generators, UPS systems, switchgear, chillers and transformers — ordered against lead times that now routinely dominate the programme.
- Shell & core — Earthworks, foundations, structure, envelope and roof, plus the raised floor and containment build-out.
- MEP fit-out — Electrical distribution, generators and UPS, cooling plant, fire suppression, security and the building management system.
- Commissioning & handover — Levels 1–5 commissioning, integrated systems testing, IT deployment and handover to operations. Milestone: service ready.
How to customize it
- Set the required service-ready date and work backwards; almost every data center date is driven by a customer or capacity commitment.
- Adjust long-lead durations to your actual quoted lead times, which have moved substantially in recent years.
- Add rows per data hall if you are building in phases and energizing halls sequentially.
- Expand commissioning into its five levels once the equipment schedule is known — Level 5 integrated systems testing needs weeks, not days.
- Mark power secured, building energized, IST complete and service ready as milestones.
Scheduling tips
- Confirm utility capacity before anything else. A site without a firm power reservation is not a site, and that confirmation can take longer than design.
- Do not compress Level 5 testing. Integrated systems testing under simulated load is the only phase that proves the redundancy design works; cutting it moves risk into operations.
- Overlap IT deployment carefully. Racks and network can start once a hall is commissioned, so sequence by hall rather than waiting for whole-building completion.
- Watch the generator commissioning path. Load bank testing needs fuel, permits and time, and it sits directly on the critical path to handover.
- Baseline at permit. Track variance from the point the design is fixed, not from the concept estimate.

How long does it take to build a data center?
Commonly 18–30 months from site selection to service ready, with construction itself around 12–18 months. Long-lead electrical equipment and utility power availability are usually what set the outer bound.
What are the five levels of data center commissioning?
Broadly: factory testing, component verification on site, pre-functional checks, functional performance testing of each system, and integrated systems testing of everything together under simulated load. The template gives commissioning its own phase for that reason.
Can I use this for a colocation fit-out rather than a new build?
