What's included
Pre-opening fails on the things nobody owned. The template splits the countdown into departmental tracks so every workstream has a visible owner and sequence:
- Project set-up (T-6 months), Critical path agreed, pre-opening budget approved, brand standards issued and the opening date fixed. Milestone: opening date locked.
- Recruitment & HR, Executive committee first, then department heads, then line staff in hiring waves timed to training rather than to opening day.

How to customize it
- Set the opening date and let every track count backwards from it, pre-opening is a countdown, not a forward plan.
- Adjust the runway: 3 months suits a limited-service property, 6-9 months a full-service or resort opening.
- Add a row per department head so each track has one named owner.
- Move hiring waves to sit before training, not before opening, staff hired too early cost payroll, too late miss training.
- Mark every licence and inspection as a milestone; these are gates, not tasks.
Scheduling tips
- Work backwards from opening day. Every date on a pre-opening plan is derived from the opening date. Set it first, then let dependencies push the rest.
- Watch OS&E lead times. Operating supplies are ordered in hundreds of line items; a single long-lead category (uniforms, custom china, mattresses) can hold up a whole department's readiness.
- Sequence systems before training. Staff cannot train on a PMS that is not installed. IT readiness is a dependency of training, not a parallel track.
- Treat inspections as hard gates. A failed fire inspection stops everything downstream, so build re-inspection buffer rather than assuming first-time pass.
- Run a soft opening with real bookings. Give it its own bar on the chart, it is the only rehearsal the team gets.
