What's included
A container terminal is three projects sharing a site: a marine works project, a civils project and a systems project. The template keeps them visible as separate tracks, because they are constrained by completely different things:
- Studies & consents — Bathymetric and geotechnical survey, environmental impact assessment, dredging and disposal consents and the marine licence. Milestone: dredging consent granted.
- Dredging & reclamation — Capital dredging inside the seasonal weather window, disposal to the licensed ground, reclamation fill, and the surcharge and settlement period nobody can shorten.
- Quay wall & berth — Piling or caisson placement, capping beam, fenders and bollards, and the berth pocket dredge to design depth. Milestone: berth available.
- Crane rail & yard — Ground improvement, crane rail beams and rails, yard paving, drainage, lighting masts and the reefer racks and gate complex.
- STS cranes & equipment — Crane fabrication, the heavy-lift vessel voyage and berthing window, offloading, erection, load testing and yard equipment delivery. Milestone: cranes accepted.
- TOS & go-live — Terminal operating system configuration, gate and OCR integration, network and radio coverage, training, trial vessel call and commercial opening. Milestone: first commercial vessel.
How to customize it
- Set your dredging campaign inside the real seasonal window for your coast, then check whether the volume actually fits inside it at the dredger's production rate.
- Lengthen the surcharge and settlement bar to whatever the geotechnical report requires; it is a physical process and no amount of programme pressure changes it.
- Add a row per crane if they arrive on separate voyages, and mark each vessel arrival as a milestone.
- Split the yard into blocks if you are commissioning progressively rather than opening the whole terminal at once.
- Move the TOS integration rows earlier — the software work has no dependency on concrete and is routinely started far too late.
- Mark dredging consent, berth available, cranes accepted and first commercial vessel as milestones; those are the four dates a concession authority tracks.
Scheduling tips
- Consents gate the dredge, and the dredge gates everything marine. Disposal ground licensing in particular is a long third-party process with no accelerator, so it should start before design is finished.
- Do not overlap the crane vessel with quay wall completion. The crane rails have to be surveyed, aligned and load-proven before an STS crane can be walked ashore, and that survey is a hard predecessor.
- Schedule settlement, do not assume it. Reclaimed ground under a container yard needs a monitored surcharge period; paving over it early produces a yard that fails within two years.
- Start TOS configuration during civils. Terminal operating systems need master data, yard layout, gate rules and interfaces to shipping lines and customs — none of which depends on the paving being finished.
- Plan a trial vessel call. One rehearsed call with a friendly line finds the gate, crane, TOS and labour problems that a commercial first call would find expensively.
- Baseline at berth available. Marine works carry the widest estimating range on the project; once the berth exists, the landside programme is far more predictable and worth tracking against a fixed baseline.

How long does it take to build a container terminal?
A new greenfield terminal commonly runs 3–5 years from consent to first commercial vessel, with dredging, reclamation settlement and crane delivery setting the outer bound. The template uses a roughly three-year schedule you can extend by lengthening the marine phases.
What usually drives the critical path on a port project?
Dredging consents and the dredger's availability window early on, then reclamation settlement, then ship-to-shore crane fabrication and the heavy-lift voyage. Very little of that critical path is inside the contractor's control, which is why each sits on the chart as its own bar.
How long do ship-to-shore cranes take to deliver?
Fabrication typically runs 12–18 months from order, plus the voyage and several weeks of erection, load testing and commissioning per crane. Ordering them is a schedule decision, not a procurement one.
Can I use this for a terminal expansion rather than a greenfield build?
Yes. Drop the reclamation rows and keep the berth pocket dredge, crane rail, crane delivery and TOS phases — that is where an expansion programme mostly lives, with the added constraint of working alongside live operations.
